Location

A triangle area bounded by 72nd Avenue on the south side, Highway 2 on the west and north sides, and Magnolia Street on the east side.

Within the subject area are many commercial and retail uses, including the Hi-Lo Market, El Jardin Restaurant, and Super Family Mart, and several residences along E. 72nd Place and Magnolia Street.   

The Derby Sub-Area revitalization effort has been underway since 2005.  The City hired consultants to begin a multi-phased effort that would identify with the community the assets, strengths, and improvements that could be implemented in Derby.  Based upon hundreds of meetings, outreaches, and individual property owner discussions, many ideas have already begun to be implemented in Derby, including:

  • Creation of the Derby Sub-Area Plan which functions as a specialized Comprehensive Plan.  The plan was presented to, and approved unaminously by, the City Council in April 2007.
  • Adoption of the Derby Planned Unit Development (PUD) and Design Standards, which create the foundation for any future Derby redevelopment projects.
  • Purchase and renovation of the new Derby District Resource Center to promote the redevelopment efforts, and encourage community interaction. 
  • Creation of the Derby Commercial Catalyst Program, an incentive to encourage businesses and property owners to update building facades, signage, landscaping, and consider possible land acquisition.  This program has $100,000, to be used as matching funds for interested applicants. 
  • Capital Improvement Projects, which will improve Derby’s streets, landscaping, sidewalks, crosswalks, and intersections. 
  • Creation of the Derby Business Association, an affiliation of Derby businesses and property owners who have been instrumental in laying the groundwork for the redevelopment initiative.

Purpose

The Derby Sub-Area, zoned PUD, is an area with valuable assets, such as El Jardin Restaurant, and the Hi-Lo Market, as well as three parks, serviceable infrastructure, and close proximity to civic uses.  The area is in need of more stable, diverse retail uses, such as restaurants, coffee shops, hobby stores, etc.  Information regarding wants and needs for the area was gathered through many public outreach meetings and discussions with land and business owners.  The area also needs more residential uses to support sustainable businesses, and the PUD addresses housing types and densities.

The 2008 budget authorizes $1.3 million in public improvements, and details for how it will be used will be presented to the City Council in late 2007.
