A Development Plan review is required before issuance of a building permit for the following types of development that are not included in the approved PUD Permit Development Plan:
A. Any commercial or industrial use on a vacant lot
B. Any multi-family dwelling use
C. Any mobile home park use
D. Any development where more than one principal building will be sited on a single lot
E. Any development intended for occupancy by a combination of a principal residential use and one or more principal nonresidential uses.
F. Any civic or institutional use, except for the following uses:
1. Forest or range land;
2. Public lands, parks, and buildings; and
3. Minor public utilities
G. Any substantial change in use of a property that results in special circumstances/impacts on the area.
