Sec. 4-5. Molesting birds. (a) It is unlawful for any person within the city to at any time wilfully frighten, shoot at, wound, kill, capture, ensnare, net, trap or in any other manner molest or injure any bird, fowl or water fowl, or in any manner wilfully molest or injure the nest, eggs or young of any such bird, fowl or water fowl. (b) The city manager or his duly authorized representative may permit exceptions to subsection (a) of this section if the exceptions are determined by the city manager or his duly authorized representative to be in the best interest of the city and not detrimental to the health, safety or welfare of the citizens of the city.
