Sec. 4-3. Mistreatment of animals generally.
(a) It is unlawful for any person to overdrive; overload; drive when overloaded; overwork; torture; deprive of necessary sustenance; cruelly beat, mutilate or kill needlessly; or carry in any vehicle or other wise transport in a cruel and inhumane manner any animal or to cause any of these acts or omissions to be done. It shall be unlawful for any animal owner to fail to provide it with proper food, drink, protection from the weather and necessary medical treatment to prevent suffering, or to cause any of these acts or omissions to be done. Ownership or the commission of such acts of cruelty on private property shall not be a justifiable defense for violation of this section.
(b) It is unlawful for any person to wilfully abandon any animal or fowl whether dead or alive in the limits of the city or to withhold food or water from any animal or fowl such that its health is endangered or it is caused to suffer unduly.
(c) It is unlawful for any person to wilfully slaughter any domesticated animal, livestock or fowl in the limits of the city except in areas zoned for such purpose.
(d) It is unlawful for any person to wilfuly cut up any dead domesticated animal, livestock or fowl in the limits of the city except in areas zoned for such purpose or except in areas not visible from either public view or from adjacent public property.
