CALL TO ORDER

 

A study session of the City Council of the City of Commerce City was called to order by Mayor Natale on August 25, 2008, at 6:30 p.m.

REPORTS

Concern was expressed regarding outside storage at Tds Tire, Rocky Mountain Recycling, and Wal-mart; the height of weeds at Cementos and on the corner of 80th Avenue and Oneida Street; couches being left on Peoria Street; the condition of the mobile home park at 69th Avenue and Highway 2; and gang activity in the City.  Council requested information regarding Referendum O.  The Neighborhood Outreach at the Civic Center went well, however it was felt that there would have been a larger turnout if it had been held at Pioneer Park.  Councilman Jaquith will forward information on Amendment 126 regarding the DRCOG Education Savings Program for Public Secondary Education to Council.

 

City Manager Jerry Flannery informed Council that a resolution for support of the 27J ballot issue will be brought to Council on Sept. 15th.

The calendar was read and the audience introduced themselves.

CURRENT AGENDA ITEMS

 

Derby Work Plan Overview Derby Redevelopment Coordinator Charlene Meeker gave an overview of her background and an outline of the Derby Review Board’s composition and responsibilities. There will be a community meeting on September 18th and an open house at the Derby Resource Center. The current priorities are web site development, newsletter, face to face communication, presentations, and tours of Derby. The commercial catalyst program has $100,000 available and is a matching funds program. Planning and Development Director Brian McBroom gave a timeline of the Derby redevelopment project.

10 DSGP Stadium Events Discussion Executive Administrative Supervisor Leigh Ann Noell reported that the master development agreement includes the right to use Dick’s Sporting Goods Park stadium for ten civic or community events per calendar event. The City has to use the vendors that the stadium has agreements with including food. The agreement does not include set up and take down, food, or security. The events need to directly benefit the residents of Commerce City. Staff recommends bringing a use policy back to Council for consideration. Requests would need to be made at least 90 days in advance. The City cannot compete with the stadium. Council requested a report on the agreement with Kroenke. Council would like to brainstorm some ideas for use of the stadium.

2009 Capital/Special Budget Considerations  City Manager Jerry Flannery gave an overview of the City’s financial position. The City needs to scrutinize the budget and improve efficiency. Finance Director Roger Tinklenberg gave an overview of the national, state, and local economy. The current financial forecast for 2009 is in line with 2008. Council asked about the number of new positions hired in 2007 and 2008.

Refuse Program - Deputy City Manager Tom Acre gave an update on the refuse collection program and suggested changes to the program. All options include the contractor processing the billing. There are three models: traditional with no curbside, maintaining the current level of service with curbside recycling, and the pay as you throw.  Staff will begin the request for proposal process.

Special Elections - City Clerk Laura Bauer reviewed the need for considering how the City wants to conduct special elections, either by polling locations or mail ballot. Council preferred staying with polling place elections.
