MINUTES REGULAR MEETING OF COMMERCE CITY COUNCIL August 18, 2008
CALL TO ORDER
A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Paul Natale on August 18, 2008, at 7:00 p.m. ROLL CALL Present: Mayor Natale- presiding Mayor Pro-Tem Jaquith Councilman Benson Councilwoman Drotar Councilman Johnson Councilman Lewis Councilwoman Snyder Councilwoman Teter Absent: Councilman McEldowney Staff Reporting: City Attorney Robert Gehler City Manager Jerry Flannery PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited. APPROVAL OF MINUTES
Council members Johnson and Jaquith moved and seconded allowing Councilwoman Snyder to abstain from voting on the minutes of the study session of July 28, 2008, because of her excused absence. VOICE VOTE: 7 aye, 1 abstain (Snyder) Council members Johnson and Teter moved and seconded approving the minutes of the study session of July 28, 2008. VOICE VOTE: 7 aye, 1 abstain (Snyder)
Council members Jaquith and Snyder moved and seconded approving the minutes of the regular meeting of August 4, 2008. VOICE VOTE: Unanimous; all present affirmed
CITIZEN COMMUNICATION
Robert Romine, 6760 E. 74th Ave., said he attended a convention in Las Vegas, Nevada and met a gentleman from China who remembered Mayor Natale from the international conference recently held in China. Pam Sprattler, 7041 E. 75th Pl., gave paperwork to City Council for their review and asked them for a response at a later date. Gene Leffel, 6530 Brighton Blvd., shared pictures of the Derby Cleanup Project with Council. Mr. Leffel named and thanked all the volunteers and invited everyone to help out at another scheduled cleanup on Saturday, August 23, 2008. Rene Bullock, 6130 Ivanhoe St., asked Council how much the City has expended on two contractors, what the City Manager’s raise was, and how much net revenue was generated from the music festival. Bradley Johnson, 11316 Lansing, asked Council to look at curbside recycling as an investment in the City’s future. Lori Hoffner, 7212 S. Zephyr Wy. Littleton, informed Council about a program called Second Wind. The program provides funding for eight mental health therapy sessions services for children contemplating suicide. Sandy Maven, 5251 W. Iliff Dr. Lakewood, invited Council to participate in the 2nd Annual Fundraiser for the Second Wind program to be held on Sunday September 21, 2008, at Green Mountain High School in Lakewood, Colordo. David Stallsworth, 8110 Brighton Rd., said that the drainage gates at Fairfax Park are blocked with trash. . Mr. Stallsworth also reported drainage issues at 80th & Brighton Rd. He provided the City Attorney with photographs and asked that they be entered into evidence. CONSENT AGENDA Mayor Natale said that Resolution 2008-39 needed to be removed and scheduled to a date sometime in the future. He asked for further information regarding the contract prior to Council action. Council members Johnson and Teter moved and seconded to remove Resolution 2008-39 from the Consent Agenda and continued to the next meeting. VOICE VOTE: Unanimous; all present affirmed Council members Teter and Johnson moved and seconded approving the consent agenda. City Attorney Bob Gehler read the title of Ordinance 1740: AN ORDINANCE AMENDING THE 2008 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO BY THE RECOGNITION OF THE GOCO LOCAL PARKS AND OUTDOOR RECREATION PROGRAM GRANT IN THE AMOUNT OF $200,000 FOR THE PRAIRIE GATEWAY OPEN SPACE PERIMETER TRAIL AND AUTHORIZATION OF THE EXPENDITURE THEREOF

ORDINANCES ON FIRST READING
Ordinance 1742
No one came forward to address Council on Ordinance 1742. Council members Johnson and Snyder moved and seconded approval of Ordinance 1742 on first reading. City Attorney Bob Gehler read the title of Ordinance 1742: AN ORDINANCE AMENDING THE 2008 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO BY THE RECOGNITION OF THE TARGET FOUNDATION GRANT IN THE AMOUNT OF $700 FOR THE NATIONAL NIGHT OUT PROGRAM AND THE AUTHORIZATION OF THE EXPENDITURE THEREOF

REPORTS
City Manager Jerry Flannery and City Attorney Bob Gehler had no reports in addition to those provided during the pre-meeting. Councilman Johnson reported on his attendance at the Housing Authority meeting. He said they received a report that 39 more rooms will be added to Conter Estates. Mr. Johnson stated the Authority was excited about getting involved in a program where they would receive money to buy foreclosures, fix them, and turn them around. He also reported on a home insulation program offered by the state that the Authority did not want to participate in because it would cost the Authority $20,000. Councilman Johnson said the Authority approved 70 Section 8 slots which was less than the 76 Section 8 slots offered last year. Councilwoman Teter reported on her attendance at an ACED Business Retention Luncheon and said that many cities were there with the businesses in Adams County and it had doubled in size from last year.
Councilman Lewis was concerned about the 104th Avenue Project being completed on time. Councilman Benson reported the E-470 Board is thinking about billing highway users who don’t use a transponder card instead of collecting tolls at the booths. This comes in response to the number of rear end accidents as a result of people stopping to pay the toll.
